M. Rabin Bhunjun reconnaît dans sa réaction au Communiqué de Presse de la FCM, que la question de la langue créole, langue maternelle de la très grande majorité des mauriciens à l’école est capitale. C’est déjà cela d’acquis. Ce qu’il n’accepte pas c’est que nous, créoles, nous revendiquions le kreol comme notre langue ancestrale tout en étant langue nationale. Que le kreol soit bien la langue que nous ont légués nos ancêtres, il n’y a aucun doute à cela. La preuve, à Haïti on parle presque le même kreol et de la même façon que nous alors que nos pays sont à des dizaines de milliers de kilomètres l’un de l’autre. Il n’y a pas eu a Haïti des travailleurs immigrés sous contrat venus de l’Inde et Haïti a conquis son indépendance de la France en 1805. Le kreol morisien n’est pas la seule langue qui soit langue d’identité d’un groupe et langue nationale. Beaucoup de langues nationales étaient au départ langue de telle ou de telle communauté qui lui a donné naissance. Personne ne dit à un français que le français n’est pas sa langue parce qu’elle est parlée par tant de pays qui se reconnaissent francophones. De même pour l’anglais, l’espagnol, le portugais, l’hindi, le mandarin…

À l’interview a Radio One Rabin Bunjhun reconnaît enfin que la communauté créole est très sous représentée dans le Service Civil. Pour rappel, La Voix Kreol de décembre 2006 note que «sur 184 pages de documents, sur 2058 Education Officers (enseignants secondaires)  il n’y a que seulement 136 créoles; sur 42 Primary School Inspectors seulement 5 créoles.  Plus que sous-representés! Une honte pour un gouvernement qui prétend être moderne!

En ce qu’il s’agit de la langue Kreol, langue ancestrale et maternelle, notre demande ne date pas d’hier comme font foi les deux documents que nous republions ici.

Le premier document est le résultat d’une consultation de certains de nos meilleurs pédagogues organisée par la Commission Éducation de la FCM. Il date d’août 08. Il commence par:

«BASIC  PRINCIPLES.

In any educational system, EVERY child is entitled to a social and cultural IDENTITY- this includes, where applicable, an ancestral language and a mother tongue… Dans n’importe quel système d’éducation, l’enfant a droit a une IDENTITE sociale et culturelle – cela inclut, la ou c’est possible, une langue ancestrale et une langue maternelle.»

Le 2eme document, est le communique de presse, daté de décembre 2008 qui fait des propositions pour le ZEP.

À Maurice la question de la langue ancestrale prend une autre importance. La politique de la langue est une politique pour affirmer le pouvoir d’une communauté sur les autres. Il ne s’agit pas simplement d’une question de pédagogie, mais de politique pure, de power politics. L’hindi n’a jamais été la langue ancestrale de la majorité de la Comunauté hindoue venue du Bihar qui parlait le Bhojpouri. C’est un acte politique qui en fait une langue ancestrale. De même l’Arabic. Les musulmans venus d’Inde parlaient l’Urdu.

Le professeur Patrick Eisenlohr, anthropologue allemand  Assistant Professor in Anthropology, Washington University, dans son livre “Little India” l’explique bien:

«Donc, renforçer la position de la langue ancestrale dans le système d’éducation fonctionne comme une protection ethnique de façon très visible.» en anglais: «Therefore, strengthening the position of an ancestral language in the educational system functions as a form of ethnic patronage in a quite tangible way.»

Le Patronage c’est la capacité de nommer à des postes, de donner de l’emploi.. Quand nous réclamons notre place dans «l’arc en Ciel» on nous dit que nos divisons mais les divisions sont la dans cette politique qui reconnaît 7 langues enseignées dans les écoles primaires en plus de l’anglais et du français. Dans la passé il y a eu un mouvement pour construire la nation mauricienne autour du Kreol. Les politiciens au pouvoir l’ont rejeté et remplacé par cette politique des langues qui nous marginalise, fait de nous des mauriciens handicapés qui ne jouissent pas de la citoyenneté pleine et entière comme le dit le Prof. Patrick Eisenlohr:

«Full membership in a Mauritian nation is achieved through the cultivation and public display of diasporic cultural and linguistic traditions.”  Pour être membre à part entière de la nation mauricienne, il faut cultiver et demontrer publiquement une tradition culturelle et linguitique de diaspora.»

“Since the main non-Indian ethnic group in Mauritius, the primarily Catholic Creoles, do not claim ancestral culture or ancestral language originating outside Mauritius, the benefits of this system of political patronage with its economic and legitimizing ideological aspects are only available to Indo-Mauritians.

Therefore, in contrast to Indo-Mauritians, Creoles have little access to the state-supported ancestral language apparatus in the educational system. The system of political patronage and lobbying, which the ancestral language sector provides in Mauritius, is hardly available to Creoles either. And in the contest over which group holds a superior claim on the nation, Creoles are widely represented as "having no culture," especially by Indo-Mauritians, and this tends to marginalize them politically and economically.

Suggestions for an Educational Policy
(from the meeting of the Education Commission in S Mary’s)

BASIC  PRINCIPLES

  1. In any educational system, EVERY child is entitled to a social and cultural IDENTITY- this includes, where applicable, an ancestral language and a mother tongue.
  2. Equal opportunities must exist for every child, irrespective of background and ability. The system must include opportunity for DEVELOPMENT and FORMATION at every level, for everyone from the highly gifted to the lowest achiever. 

LANGUAGES POLICY

  1. Any educational system must start from where the child is- i.e. with the mother-tongue as language of INDUCTION (IND) in the pre- primary and part of the first year of Primary School. Then move into the main language of instruction (L1) as rapidly as possible. The second International language (L2) could be introduced in the third year of Primary.
  2. Creole must be given formal, legal recognition as both ANCESTRAL LANGUAGE and MOTHER TONGUE (as well as IND) of a large segment of our population. Therefore, it automatically becomes a taught and examinable subject for CPE, and eventually for O and A levels, as well as a Chair of Creole and African Studies at U.O.M.
  3. In any case, since the language of the future is that of the computer, every Mauritian child must become computer literate (maitriser l’outil informatique), as from the Primary.

TESTING AND PROMOTION

Modern educational theory posits a range of at least eight forms of intelligence. In Mauritius, only three of  these (!) are recognized and tested: linguistic, mathematical, and recall. For our educational administrators, all other forms of intelligence are treated as negligible and are not encouraged in our schools, with incalculable damage to children.

Therefore:

  1. ABILITY TESTING INTRODUCED. Tests must be applied to discover a range of abilities linked to different forms of intelligence. These tests exist, (Johns Hopkins?) they need to be researched, identified, adapted and used.
     
  2. INTRODUCTION OF CONTINUOUS ASSESSMENT throughout the system. In addition, end-of-cycle promotion tests should be organized after Standards 3 and 6, and after Form III.
     
  3. ABOLITION OF AUTOMATIC PROMOTION. Repeat classes at every level make use of the mother- tongue to re-work student materials. (Vocational streaming should be available after Standard 6 and Form III)

ACTION PLAN, ON THREE FRONTS:

1. DEMAND FROM THE STATE

  1. Recognition of the status of Creole as a mother-tongue (therefore examinable at CPE level together with other ancestral languages).
  2. Demand end of automatic promotion, and introduction of continuous assessment.
  3. Ask for smaller classes and adequately trained teachers.
  4. Request that selected ZEP Primary schools be ceded (exchanged?) to the B.E.C. for administration.

2.  NEGOTIATE WITH THE CHURCH

  1. A module (3-4 weeks every year) of specific preparations for teachers in ZEP schools. These could be prepared and run by the B.E.C.
  2. B.E.C. to administer selected ZEP Govt. Primary schools (with adequate funding). Set up an advisory board to implement this.
  3. Multiply CPL (College Pere-Laval) type secondary schools.
  4. Accept that all Catholic institutions can be used (if properly organized) as study- centres in the afternoon ( 2.30 to 4.30 p.m.); no coaching for fees to be allowed on school premises.

3. SELF-HELP: some things the F.C.M. can do

  1. ISSUE DIRECTIVES to all Creole parents to join PTA’s wherever possible, and stand for office.
  2. FORM A PLATFORM of FCM members within the Federation of PTA  to pressure for results.
  3. INTERVENE in the transfer of teachers, curriculum, discipline, school infrastructure, etc.
  4. VOLUNTEER to help in study-centres every afternoon, as well as extra-curricular activities such as sports/ dance/theatre/ music etc.
  5. SET UP programmes to home-coach ‘at risk’ children for at least a couple of hours every week.
